This paper describes a methodology for guiding the development of the power supply in urban areas. The methodology is based on an original optimization model for power supply (based on linear programming), as well as many other models. Non-linear elements in analysis (air pollution, starting of combined process units in thermal and electrical systems) are solved by iteration. Optimum criteria are minimum costs for the power supply, taking into account constraints due to air pollution, unavailability of power units, and initial conditions of the city power supply.
