Describes the renovation of the building services for the City Hall in San Bernardino, California, a six-storey building with a penthouse and basement containing more than 100,000 ft2 (9,290 m2) of conditioned space. Describes how the facility was modernised by replacing the chiller plant, deferred maintenance issues were solved, CFCs eliminated and comfort and indoor air quality maintained while maintaining the building in operation during the renovation works. Presents a schematic of the revised chilled water system and illustrates reduced electricity bills in a bar chart.
