Commissioning implements a quality-oriented process for achieving, verifying, and documenting that the performance of facilities, systems, and assemblies meets defined objectives and criteria. The defined objectives and criteria are often referred to as the owner’s project requirements (OPR). The commissioning process uses the owner’s project requirements as the reference to determine acceptance of the design and construction.
