Describes how Monroe County, NY, USA, realized substantial savings and service improvements as a result of its revision of the operations and maintenance staffing and strategies for the Greater Rochester international Airport. Sets out the steps of a project which led to a 70% reduction in staffing, with higher skilled resourceful staffs made available to the facility. Energy costs were reduced through improved operating strategies and control. Service quality in terms of comfort of occupants as well as service reliability, response time and risk management was increased. States the techniques involved can be applied successfully in other facilities by facilities managers committed to diverse staff training and staffing flexibility.
