In 1974 attention was focused on consideration of the potential magnitude andlevel of importance district heating could attain in West Germany by the year2000.

District heating received this attention because of the oil price crisisand the resultant concern about rapidly rising oil prices and dwindlingsupplies. One result of the oil price crisis was an extra financial burden onprivate households and government budgets, which in turn led to an economiccrisis. A further result was the awakening of the West to its dependence onimported energy, the potential threat of the security of those supplies intimes of unrest, and finally the effect of imports on the national balance ofpayments.
