This paper considers the factors that are necessary to the completion of a successfully commissioned project from an owner’s perspective. The role of the owner in developing a workable design intent that can serve as a basis for commissioning is discussed. Issues that must be addressed by the owner to fulfill this role are presented. The unique position and contributions of the owner in establishing design intent are emphasized.
