A great deal of material has been published on the design, retrofit, and control of air-conditioning systems for the purpose of conserving energy. However, the ultimate performance of the building and systems depends upon the ways in which they are used by the operators and occupants. To obtain the optimum results it is necessary that both management and operating personnel be made aware of the importance of their activities, educated in energy conservation procedures, motivated to use them, and informed of the effects of their actions.
