This paper explores the background of steam measurement starting with the invention of the district heating concept. The only means of obtaining revenue in the commercial operation of a district heating and/or cooling business is through meter readings that record use of the product. A meter is the sole arbitrator between the supplier and the consumer. Progress is traced in both the U.S. and foreign markets.
