States that a recent investigation of buildings and systems revealed that inappropriate commissioning documentation is associated with 90% of the problems. It is also widely known that some combination of tainted documentation procedures is presented in virtually every commercial and institutional facility in the USA. Maintains that proper documentation procedures could virtually eliminate these problems. Notes that the goals of the commissioning process are 1) to keep an open line of communication between owner, designers and contractors, 2) to see that the design and construction of the facility are on time and within budget and 3) to be certain the owners get what they want. Outlines the commissioning documentation procedure that should be followed to achieve these goals.
