This document is provided so that all replies to requests for quotation (RFQ) will be made on the same basis both technically and commercially. This simplifies the comparison of multiple bids and ensures uniformity in the comparison. This document describes the minimum information necessary for properly comparing bids for the analyzer system.

The following information will be supplied in an RFQ to each analyzer system vendor (ASV) who is invited to bid on the project:

Scope/System Overview Document – The “Scope” or “System Overview Document” shall always be unique to the project. This is typically an introduction or general description of the systems to be provided. Any descriptive information that will help the bidders understand what is required may be included.

Specific “Project Implementation Guidelines” – This shall be either a narrative or a spreadsheet listing the various tasks involved for project completion, derived from Process Analyzer Project Implementation Guidelines (PIP PCEPA002). If the entire list is provided, only those tasks clearly designated as the responsibility of the ASV are part of the quotation requested.

Process Analyzer Bid Proposal Data Sheet (PIP PCSPA04D) – This shall be provided to the ASV as a means of providing information that is known at this stage in the project (e.g., date the proposal will be issued for bids and the required site arrival date).

PIP PCSPA04D is supplied primarily as a pricing data sheet. Section 6 of this form contains the analyzer system project schedule, and Section 7 lists key personnel who will be assigned to the project by the bidding ASV. Cost, schedule, and personnel are all important factors in determining the successful bidder.

PIP PCSPA04D must be completed and submitted with the proposal. The following text provides instructions for completion of this data sheet. Submitting a lump sum bid when itemized pricing as outlined on PIP PCSPA04D is required shall be grounds for rejection of the bid. Alternate pricing formats that are a standard of the bidder may be included along with this form but cannot be submitted in lieu of this form.
