Engineering responsibility involves not only the consideration of technical factors pertinent to the application, but also the economics of owning and operating different equipment and systems. The rising cost of energy help emphasize the fact that engineering decisions should consider the operating costs during the life of the system as well as the initial costs. In other words, the proper way of evaluating, comparing, and selecting equipment and systems should be done by considering both the owning and operating costs, i.e., all the pertinent life cycle costs associated with the decision to acquire, install, maintain and operate a system during its expected life.

The subject work effort was conducted in two phases, Phase I: Study Plan, and Phase II: Implementation.
