The purpose of this study was to compare one climate controlled
school with one or more non-climate controlled schools of similar
size with respect to certain factors of cost and with respect to certain
outcomes. These schools are units of the Pinellas County, Florida,
public school system and were in normal operation throughout the study.
The investigators studied the normal operation of one climate controlled
school during two academic years and two summer terms and the normal
operation of two non-climate controlled schools during the same two
academic years. They also studied a third non-climate controlled
school operating simultaneously with the summer terms of the climate
controlled school. The purpose was to compare the cost of construction
of the climate controlled building with that of one non-climate controlled
school which was built at approximately the same time and to determine
the similarities and differences between the climate controlled and nonclimate
controlled schools with respect to operating costs and general
quality and the comfort, achievement, conduct and health of the students.
