California State University, East Bay, in Hayward, Calf., participated in the 2004–05 University of California/California State University/Investor Owned Utility Energy Efficiency Partnership Program1 through the implementation of monitoring based commissioning (MBCx) at the university’s library building. The goal was overall energy savings of 9 million kWh and 500,000 therms per year and peak demand reduction of 1 MW.
