The study shall be directed to commercial aircraft service and include engine experience in both fixed wing aircraft and helicopters covering the time period from 1962 to the present.To gather and analyze available service data on aircraft propulsion turbine engine rotating part noncontained failures on public record, assess the resulting aircraft damage, and determine rate of past occurrences based on these data.In addition, classify incidents by cause and consequence to identify areas of greatest concern and recommend areas for greatest potential improvement.Finally, evaluate or determine means for evaluation of the penalties imposed on aircraft systems to achieve greater levels of containment or recommend alternatives to containment.
